Dubai 2020: A City Committed to Barrier-Free Tourism
Dubai has set its sights on becoming one of the world's most barrier-free, inclusive, and disability-friendly cities - a commitment embedded at the highest levels of city governance and urban planning. The ambition is not incremental; it is comprehensive, extending across every dimension of civic life.
The Community Development Authority (CDA) has led the development of a wide-ranging disability strategy - one shaped by rigorous international research and adapted thoughtfully to the unique context of Dubai.
"We have done a lot of comparison on best practices in different countries and are localising the best ones."
- Khaled Al Kamda, Director-General, Community Development Authority
Turning Strategy Into Infrastructure
Recognising the scale of the undertaking, Dubai established a dedicated task force under the chairmanship of the Roads and Transport Authority (RTA), charged with developing a coherent, citywide action plan. The scope is far-reaching:
Accessible transportation networks - metro, buses, taxis, and water transport.
Accessible buildings and public facilities - from government offices to cultural venues.
Barrier-free pathways and public spaces - ensuring unobstructed movement throughout the city.
International consultancy - an independent global expert engaged to audit existing gaps and benchmark against world-leading standards
